Digital Learning Innovation to enhance FLN

Can’t Wait to Learn (CWTL) is a flagship digital learning programme designed to improve foundational literacy and numeracy outcomes for children in conflict-affected and resource-constrained settings. By leveraging technology and serious gaming, the programme delivers curriculum-aligned, interactive, and contextually adapted content that supports both school readiness and continuous learning. Its core objective is to expand equitable access to quality foundational education for marginalized learners while strengthening learning outcomes in environments where traditional systems are under strain. “Can’t Wait to Learn” (CWTL) digital programme primarily targets learners in Primary 1–3 within formal education systems, as well as Level 1 learners in Accelerated Education Programmes (AEP), including out-of-school and over-age children. With a strong focus on rural and hard-to-reach areas, CWTL also supports teachers and facilitators by providing structured tools to manage diverse learning levels and improve classroom engagement. This dual focus on learners and educators enhances both access and quality within fragile education systems. CWTL is currently implemented across multiple crisis-affected contexts, including Ukraine, Uganda, Chad, Sudan, Lebanon, Jordan, and South Sudan. It operates through both offline and online modalities, ensuring continuity of learning in low-connectivity and emergency settings. This flexibility allows the programme to function effectively across diverse operational environments. A critical feature of CWTL is its strong emphasis on data-driven learning and adaptive feedback mechanisms. The platform generates real-time insights on learner progress, enabling educators and programme implementers to track performance, identify gaps, and tailor support accordingly. This continuous feedback loop strengthens accountability, informs decision-making, and enhances overall programme effectiveness Key lessons from implementation highlight the importance of aligning digital content with national curricula, integrating blended learning approaches that combine technology with facilitation, and investing in teacher and community engagement. Designing solutions for low-connectivity environments has been critical for scalability and equitable access. Ultimately, institutionalizing EdTech within government systems remains central to achieving ownership, long-term impact, and sustainable improvements in foundational learning outcomes
